Minutes for the Meeting held

April 20, 2023

Call to Order:

The April 20, 2023 meeting of the Mainville Sportsmen’s Club was called to order at 7:00 p.m. with a moment of silence and the Pledge of Allegiance.  Twenty seven members and guests were present.  

Approval of Meeting Minutes:

Secretary Lingousky read the minutes of the March 16. 2023 meeting.  A motion was made by Ed Bergen and seconded by Jeff Thompson to approve the minutes as read. The motion carried.

Treasurer’s Report:

Treasurer Felegie read the Treasurer’s report for April. A motion to approve the report as presented was made by Jim  Cunningham, seconded by Billy Romig. The motion carried.

President’s Report:

none

Committee Reports: 

Steel: 7 shooters.

Steel Challenge: 7 shooters

Practical Pistol: 11 shooters

Skeet and Trap: reported not many people coming – need to advertise

Target and Grounds Committee: Jim Cunningham thanked everyone for clean up day help.  The conveyor belt material has all been used now. Jack Roadarmel will see if he can get more.

Old Business: 

Secretary Lingousky summarized the following results of the April 13, 2023 Board meeting:

  • The Club now has a Clubhouse rental agreement form for anyone wishing to rent the Clubhouse for an event or party.
  • A new set of by-laws was approved by the Board. 
  • Range rules were updated to authorize range officers to remove any members and/or guests who violate Club by-laws and/or basic safety rules.
  • A Waiver Request Form was also approved for use by members in accordance with Article IV, Section 8 of the by-laws.
  • The high price of lawn mowing was also discussed by the Board – anyone knowing a good lawn care business was requested to pass that info on to one of the officers.
  • Membership has seen a higher than usual drop from typically 30 members dropping out per year to over 80 this year.  Economic conditions in the country are thought to be the cause. As a result, the Board is looking into having membership drives during the year.

New Business:

President Jaskiewicz explained the voting process for the proposed new set of by-laws and directed Secretary Lingousky to summarize the changes. The proposed new by-laws have been posted to the website and an email has gone out to members with a link to them.  In addition to some wording changes for clarity, the following are the substantive changes to the by-laws:

  • The partial year dues of $25 for members joining in January or February has been eliminated.
  • The specific dollar amount of current dues has been removed from the by-laws
  • Clarified that proposals brought to the membership for a vote are first approved by the Board and recommended to the membership by the Board
  • Clarified that the land fee is a one-time per person per lifetime fee and that it is segregated from operational income and accrued solely for land purchase
  • Clarified that the Board has sole authority to set fees, and fees must be plainly posted
  • Added the following responsibilities to the Treasurer:
    • Prepare an annual budget
    • Keep records for min of 10 years
    • Min. balance in checkbook of $10K
    • Prohibit issuance of credit or debit card
  • Added to Secretary’s responsibilities to keep detailed minutes of all meetings including telephone meetings. Anything not In the minutes didn’t happen! Records kept for min. 10 years.
  • Added a list of the responsibilities of the Membership Director
  • Made the Board responsible for keeping range rules current and updated as needed

The membership in attendance voted unanimously to approve the proposed changes to the by-laws.

Gerry Von Blohn encouraged the Club to apply for NRA Foundation grants.  The process opens in August, we can apply on-line.  Possible grants include ammo for training.  The Board will schedule a meeting with committee chairmen to discuss what types of grant requests would be most beneficial to the Club.

Secretary Lingousky reported that Paul D’Angelo is retiring from running the Firearms Familiarization and Personal Protection Course.  Members expressed that this type of course is very useful and since several Club members are NRA instructors, anyone who knows an instructor will reach out and see if we can get someone to continue offering such training.
